That's odd, there are no new requirements for the new version that would prevent an existing user from upgrading. My best guess is that Google hasn't finished rolling out the update to all users, but that's surprising since it has been out of staged rollout for days at this point.

I may have found the answer to our problems! Apps like V Frames FAT have shitloads of frame data which will help you figure out what gives you time for a Crush Counter.
For example, Cammy's HK takes 9 frames to come out and Ken's HP Shoryuken has 41 frames of recovery if it whiffs. That means you effectively have 32 frames worth of time to land your CC. Near as I can figure all special attacks are CC-able, it's just a matter of whether or not you have time to land yours before the enemy recovers.
