The Android version has changed from org.videolan.vlc.betav7neon to org.videolan.vlc -- should I uninstall the beta and install the new VLC? Or will there be a new beta soon (maybe with support for loading playlist files)?

I assumed the "beta app" that the original comment referred to was this old version of a VLC beta that has stopped being updated since December 9, 2014 and not the beta version of the actual app which was last updated May 22, 2015 which is the version that is getting this beta update.
I'm not sure how you're playing (local or cloud) but Possibly VLC player, I've not personally tested for this use as my Music/Video(Movie rentals from Play Movies) is all the in cloud.

There is no "VLC channel". It's software that you download that lets you play media on your computer. They've since released an app that lets you do the same thing. This means that you should be able to open up a video on your phone and cast it to your Chromecast. Typically the Chromecast is limited to whatever file types you can view in the Chrome browser, but VLC is known for being able to play many different files so it stands to reason that it will let you play many different file types on your Chromecast.
If that doesn't work, try the VLC app and paste the respective link under Network Stream.
Do you have the VLC Player app? Tap on the top right Network Stream icon and paste it there.
