You have to take into account that WOL is a broadcast protocol. When your computer is turned off it doesn't have an IP assigned, so forwarding WOL packets to an IP address will not work. You have to configure your router to broadcast to your internal LAN WOL packets received on the external interface.

On my dd-wrt router I added a static arp
address that would map 192.168.1.254
to ff:ff:ff:ff:ff:ff
and forward WOL packets to the above address. ...254 IP is just an IP that I know won't be assigned to any device in my internal LAN, you can pick whichever works for you.
If you want to trigger WOL from android. You could use MacroDroid and https://play.google.com/store/apps/details?id=com.bitklog.wolon
MacroDroid works on triggers, so for example you can just send a text or a notification. You can even set it to work by time. Then you connect the plugin action of MacroDroid to the app linked above and it will automatically WOL

and if so, is it because you wanted it secifically as a key chain? or what pros do you see over the app?
Make sure WOL is enable in bios and enable port forwarding for the port you want to use. I used 50000

I installed the app just yesterday and it was working, well, sort of. This app switches on my computer when I open the app which is ridiculous considering that a 'wake' button is explicitly provided. And there is no setting to turn off this behaviour.
So I switched to WolOn which works great.
If the waking up doesn't work, I read that there are 1 or 2 settings in power management which can help, you can find it on the web.
I just use an app on my phone called WolOn, just a quick tap on it and its running even if I'm in another state.
