Download the WOW Legion Companion on your phone and run missions constantly while you're out and about. It's how I'm gearing up my alts without having to log into them and run to their order hall constantly.
If that is what you're doing then, shit. You're doing everything right and you can't really do better or faster than running the missions and placing the orders 24/7.
Garrisons themselves were retired with the end of Warlords of Draenor. They still exist, but most of their usefulness has been nerfed to the ground.
You do have a similar "mission table" system in Legion that is partly used for the class campaign, and this one actually has an app you can use on your phone quite literally like a mobile game, but it's a bit less painful than what WoD was.
Artifacts are... also being retired after Legion. :) There's an eventual patch that will see us using the artifacts and "draining them of their powers" soonish. Again, Artifacts will still remain obtainable and all, just the whole Artifact Power stuff will no longer matter much.
You can get your second/third Artifact at lvl 102, so good call on starting with the Ret one. There's a quartermaster in each class order hall that sells ilvl 740 weapons if you don't have a good one for Holy or Prot when you get there! :)

It's the WoW Companion App. It's available on both Google Play and Apple's App Store.
You can buy items from the Auction House on the app, but cannot add new listings. Your character can be anywhere in the world and doesn't need to be near the AH. Your favorite items from the game will be shown as favorites in the app.
You cannot use both the mobile AH and be logged into WoW at the same time, so you can't use your app to snipe while you are questing or doing Mythic's for example.
The WoW Companion App lets you run missions from your phone. It works for Shadowlands, BFA, Legion, and WoD tables. There are several other things you can do (guild chat, see WQ) but that's the main one. There used to be a mobile Auction House in the app before mission tables but it was removed as it was a source of hacking and duped items. The Companion App is useful but it's sorta slow (at least on my phone) and it's not possible to automate with addons so I'll tend to use it early on in an expansion when sending out missions is actually meaningful to my experience and then drop off to just doing it whenever I'm at a computer later on when it's simply a money grab with alts. Whether it's useful to you will depend on your own situation.

To anyone and everyone saying that WoW has a free companion app so FFXIV's should have one too, I'm going to point the same thing I did in another thread about the app:
Yes, WoW has an app that's free and doesn't have any kind of sub tied to it. And when you type in "WoW companion app" into google, the majority of the auto-completes Google offers you things along the lines of "down", "not working" "unable to connect". And the app store reviews aren't much better. When the default reviews that you see upon going to an app's page looks like this and you don't even need to go looking for the negative reviews (which there are plenty more of on it's actual review page), that's one hell of a red flag; if a company as big as Blizzard is can't make a free, reliably working companion app for an MMO as prolific as WoW is, and a $5 a month app whose usefulness is, if we're being honest with ourselves, pretty situational in terms of usefulness, and however much people will end up spending on average for kupo nuts-- which are *also* only situationally useful-- is the price we have to pay for a companion app that actually works, then that's just the reality of the situation.
Idk about you guys, but I want an app that actually works.
