You can do that in Android 4 and 5, too, it's called "allow mock locations" in the developer settings. It's awesome for apps like X-Plane to GPS that will take your plane's location on your PC flight simulator, transmit it to your android, and then use that location to overwrite your android's GPS location, so that you can see where you are in the PC flight sim using any GPS mapping app on your android, like Google Maps.
If you're on Android, you could just check the "allow mock GPS locations" box in the settings, and then get an app that fakes your phone's GPS location.
I have one that fakes it to be the same as the location of my plane on my PC's flight simulator, so that I can use Google Maps on my phone as though I was actually in the plane in real life.
Foreflight does this. There's also Naviator if you want something for Android and slightly less expensive.
Edit: Caveat with Naviator is you need an app like Xplane to GPS (https://play.google.com/store/apps/details?id=com.appropel.xplanegps&hl=en_US) to connect it to Xplane.
Edit2: Unless what you actually meant was the ability to actually see an interact with that iPad app from within the sim. That actually would be pretty awesome, as having to peek out from under my VR headset to use Foreflight is slightly annoying.

Also you can use Garmin Pilot in X-Plane, I'm using "X-Plane to GPS" to fake my GPS position on the tablet/smartphone. That way you can use Garmin Pilot with X-Plane, even show the traffic in combination with the LiveTraffic plugin for X-Plane.
I'm not sure what app this is, but there's an app for Android where, if you set up X-Plane to transmit telemetry data using the built in features, it replaces your Android's GPS. So that you can see where you are in X-Plane using any mapping app that exists for Android, whether it is Google Maps or OruxMaps (which has built in aviation maps) or whatever. You just have to tick "allow mock locations" in your Android settings:

You don't need an unlocked bootloader.
You need to go into Developer Options, check the box that says "allow mock locations", and then use any old app, even non-rooted.
I actually have a genuine use for GPS spoofing. I play flight simulators on my PC. They transmit my plane's location in the sim to my phone via wifi. A special app on my phone then spoofs my phone's GPS using this data. Then I can open up my favourite mapping app, anything from Google Maps to OruxMaps, and see my plane's location as if I was actually there.
