another thing is noted is the foam used to seal between the unit and the window isn't sound absorbing, so i would wrap it in a similar material or a blackout curtain and hope it absorbs the sound.
How tall is your window? There are universal exhaust hoses 6 inches long so they can provide the additional length needed to reach the window. For a 13k + BTU and your budget range, you can consider this one with the heater function.

8,000 BTU should work for a single room but I'd measure first. Then Google " #sq feet BTU" to be sure.
Portable A/C's are generally terrible, the only decent ones have two tubes.
Oh sorry I didn't think of that it might be different brands in US than Europe!
Here's one suggestion for you to look more into. Make sure you chose one that has as high BTU as possible. That mean it works more quietly as it has a "stronger engine". The less BTU the more noisy they normally are.
Not enough information on the Window. When you say ground level, does that just mean it's really close to the ground but not yet?
Is it inside a window well? (slightly below ground)
Does water routinely hit the window when it's raining?
Can you mount the intake vent on top of the exhaust vent so that the exhaust would blow any any potential debris from the floor?

The one large cap should allow for airflow (well mostly) and prevent water from falling into it directly, the grill should prevent some debris from getting sucked in.
It should be pretty important that whatever option you choose, it's designed for the same diameter as your intake pipe, else you'll be restricting the airflow and it might not work as well for an intake. So if you have an 6-inch tube for intake, the grill's circular opening should be 6 inches too. The one I linked happens to only be 4 inches.

I couldn't find the same unit from this particular brand but this one is very similar I believe.
Midea bought Toshiba's home appliance division in 2016. This model appears to be identical to the Toshiba unit: https://www.amazon.com/gp/product/B091CKVY9F. I find it disconcerting that it's not listed on the Midea webpage, but given that the 12,000 BTU model is listed as new, maybe this one hasn't made the listing yet. They are currently sold out on Amazon, but I was surprised to find them in stock a week ago, so you might check back.
I bought two of these--one arrived with the top vent knocked out of place, which I easily popped back in. The other made a sound like it was coming apart at the seams when the compressor kicked on. It looks like the squirrel cage fan is off balance, which is a more difficult fix. Hard to say if it's a QC issue, or if these are getting beaten to pieces during shipping.

Nothing is gonna cool as well as a central AC unit, fair warning. However if you're going to go the other route, I recommend a portable "roll-around" AC unit that vents directly out the window through an exhaust tube. It connects to windows that open sideways & up and down.

Holly crap that looks very bad. You know you are supposed to cleanup the unit every year, right?
You can find on Amazon "ac foam cleaner". You use those to spray a foam in the vents and plates of your ac, let it do it's thing for 10 minutes. Then scrub everything and rinse with water (using regular spray bottle). Judging from the appearance of your ac, it will drip a lot of black water, you will need one of these to avoid staining the walls:
