If you can read Catalan, I suggest you this book, Això no és africà! (This is not African!), by Catalan journalist Marc Serena. If not, in short, it's only really accepted in Cabo Verde. It's 100% legal, however, in South Africa.

I actually just finished reading this book the other day, its quite an interesting read and a good look into policing in pre/post apartheid days
