I'm not sure it's what you're looking for but I bought an Osprey Daylite sling bag as a gift for a friend. He said it has worked both as a sling bag and around his waist more like a fanny pack. Hopefully this amazon link works:

I've been extremely pleased with my Vertx Tourist Sling recently. It's a little bigger then you're wanting at 6L and depending on the color scheme you choose it may be a little too tactical for you. My favorite thing about it is the accessibility. I can swing it around from my back to my front without touching it if I'm standing, and with one hand I can unzip any compartment and access its contents. This is especially handy with hand sanitizer. I can touch stuff with my left hand and get my hand sanitizer out with my right without ever contaminating my bag. Here is how I have mine set up. That should give you a good idea of what you can fit in it. It's also really comfy for long periods of time. I followed my wife around a store for an hour and a half today with my bag and my shoulder wasn't fatigued, even without using the shoulder pad (I find it gets in the way so I keep it out of the way). I don't know that it'll be the right bag for you but it's certainly worth a look.

I’ve been using this 5.11 bag for over a year now. It was a gift and not something I would’ve chosen for myself, but it has been fantastic. Before this one, I’d wear out cheap amazon bags within about 3-4 months. I haven’t seen any signs of wear on mine with daily use. I use it for work, with the kids and travel.

That said, this one might be a tough find, as once you add the water bottle pocket it starts to become more of a messenger bag than a tote.

Are you willing to go for a crossbody/sling bag (that sits higher on your back) or is this particular style one of you're really set on?

Yeah definitely worth it. We picked it up for our honeymoon to Europe and was perfect to carry all of our tech charging gear. We dedicated the smaller pocket to a large powerbank so we can charge on the go without removing the battery from the pack.
