I hear a lot of talk about "the lockdown".
Anything at this point is rumor and anyone that "heard from a friend" or a "source" in government is full of it.
If you want a good idea of what's coming here, look at Washington state. Their timeline is about 15 days ahead of ours, and the responses are pretty similar. We are right now where they were at about the beginning of March. That said, we have their mistakes to learn from so we will most likely move on a quicker timeline than they have.
As far as compulsory isolation ("lockdown") the federal government historically has little to do with that (see San Francisco's Chinatown Black death outbreaks). Pennsylvania has no specific law for Mass compulsory isolation that I've been able to find, only for individual cases. That doesn't mean they can't do it though, just that there's no clear path to do it at this time.
Tldr: the federal government probably won't but still could make compulsory isolation (quarantine), but it's typically a more local decision. Washington State and other places worse off than us havn't instituted compulsory isolation yet so it's probably a ways off for us too.

Looks like you're right. Playing around here, trying to fit a 6-7 week wave, I went for a R0 of 3 (say it's actually 8, but with NPIs), time between infections of 2 days, recovery time of 6 days gives you a peak of ~30% infected.

The question of whether we are at 30%/peak right now is trickier though - daily case rate only goes up from 1% at 14 days to 1.7% at 19 days here. That's 12k to 20k actual cases per day - we could be anywhere in this range, but a 5X undercount (reasonable IMO) would place Jan 5 at 14 days, and we could be at the peak right now.
I've tried all those tricks, too, and I agree. Taping the top down, like with Topstick cut into halves or thirds lengthwise, is the only thing that works for me outdoors. As long as it isn't raining, it keeps my glasses fog-free for at least an hour or two. Relying on just the wire or glasses positioning doesn't work for me.
