Yep, bad scale. Coffee grounds also "help" but don't cure. Mine are outside, so I just dump the grounds on the apex and it deters the scales from the new flush, but won't eliminate an infestation in the roots. You need chemicals for that. Unfortunately the effective ones cost $$$
