Just get a less popular VPN subscription like SurfShark.com or VPN.ac so that IP addresses are not yet flagged by Netflix or other streaming services. You should then get offers. Also, do you have the subscription already registered? Changing the location of existing subscription might cause issues. If you do not yet have an account - it is the way to go.

If I had to guess, you're on Amazon's Appstore. I'm in the same boat. According to the app page, the game hasn't been updated to 3.3 yet. So no update. And you can't play the game with 3.2.11 which is the only one available at this time on Amazon.
Some days I resent this Fire Tablet, but it was dirt cheap, so... EH. *shrug*
I got a feeling you're experiencing the same issue as I am. Let me ask, do you have a Fire tablet?
If yes, I'm assuming you got the game from Amazon. If you go to the Disney Heroes page and you are logged into the same user account as your tablet, check the RIGHT side of the screen. It should say "YOU ALREADY OWN THIS APP". If, below that, it says "Compatibility with your devices" and below that is a Red X next to the name of your tablet...
Congratulations, Amazon has decided the update isn't compatible with your device because something happened to it while testing it for the app store, and the only thing you can do is wait for PerBlue to make a new, updated version, that won't mess up during the compatibility test so you'll be able to download the game.
This happened over a year or so ago, and it effected me then, and it's effecting me now.
All I can suggest is if you have an alternative device to play it on, you can do that. I don't have any other suggestions. I just wanted you to know that this isn't your fault, it's Amazon & PerBlue's, and the only thing you can do is wait patiently.
