Nothing is 100%, so no, ONLY the truth is not possible - ESPECIALLY with pendulums, which are very susceptible to emotional manipulation. There is also the nature of truth (depends on who you're talking to) that makes that nigh impossible.

What's are you considering old and new? Cartomancy (reading any kind of cards) has been around as long as playing cards have been around (around the 9th century some people think). Originally they were wood blocks and they didn't have a standard number of cards/pips/etc.
Starting in the 12th century was a method of divination out of North Africa called "Geomancy". You produce a series of dots and read the meanings, combined with astrological houses. The best book I know on the subject is: The Art and Practice of Geomancy: Divination, Magic, and Earth Wisdom of the Renaissance. It's widely considered one of the earliest recorded system of divination. Emphasis on that it's a full system that was recorded.
Going back further, we have records from ancient Egypt and today's Israel of scrying. Using a pool of water or the clouds at night to "see" is probably one of the oldest ways to divine that we have records of.
What do you mean "quality"? A needle/key/ring on thread is a perfectly fine pendulum, and traditional.
And ANY pendulum would work for divination - that's what it's for. Asking which pendulum to use for divination is like asking which hammer to use for hammering.

The only older texts are academic, and do not discuss reading but the culture and mechanics behind them. If you're looking for books on how - there are only modern ones, mostly because bone reading has primarily been an oral tradition, and HIGHLY individual.
That said, this is the book that got me started 30+ years ago, even though it's not directly bone-reading. Still a modern book, but the earliest one even vaguely on the topic that I know of.

Ah, that kind. I don't think much of that kind, to be honest, because it builds only on powers/meanings of the stones, and doesn't have a very good coverage, in my experience, of all the details you'd need to accurately read.
If you've been careful and conscious when selecting stones to use, that can be mitigated somewhat. You need to make sure you've got stones that can cover all the meanings a divination system can cover. I have an exercise that will help with that, though.
What you could do is reverse engineer readings. What 3 stones would reveal someone is cheating? Which stones read together would indicate that you will / won't get the job? Which ones are needed to say that your Ancestors want to help? And so on. The more you do this, the more likely you are to identify the gaps in your set, and that will help you fill those gaps in.
