I have 1mL Syringes that are marked for each 0.1mL. Additionally, there are 5 lines between each 0.1mL. So I can theoretically measure as small as 0.02mL. So to do a 99:1 ratio, you would mix 1mL + 0.98mL , then 0.2mL of the other color. Now even with a syringe like this, it's going to be very hard to get exactly a 0.02mL amount of paint, as well as exactly a 0.98mL amount of paint.
However, it gets easier if you want to mix more. For example, adding 0.1mL of paint to 9.9mL. And with that in mind... a Fresh jar of Mr. Color has 10mL of paint, so you can remove 0.1mL, then replace it with 0.1mL of the color you want for the 99:1 mixture, and mix it up really well. (I use a chrome plated ball bearing inside and shake it up. Mr Color does have official mixing balls, but I use generic ones, since that's all they are.)

It won't work too well most of the time. As our friend mentioned below SOMETIMES it will work if you use a decent amount to make a putty out of ABS spru, but this is highly kit dependant as the ABS mixture isn't perfect for each and every kit. Sometimes it'll work, most of the time it won't. Doubly so for just applying it directly to the pieces. The biggest problem being- it's a waste of good cement to just attempt this every time. So go ahead and give it a try. If you get moderately lucky it will work. No matter what though you want ABS-applicable cement.
Here's some plastruct bondene, some of the best abs cement you'll ever use in your life. Universally appraised by those who use it. Ignore Amazon's image of pants, it's a database error. This knight literally orders from that exact page once a month. Amazon just... doesn't notice the incorrect picture or doesn't care. Cheap, high quality stuff that'll also work on the non-ABS parts of the kit pretty well. For some folks it might actually be better to stock up on this stuff since it's often cheaper than Tamiya's, depending on one's country. Anyways, hope that helped ya Sir HM.
