It is surface rust. I can’t tell you if you should return it or not, that’s your decision but a scotch pad similar to this will do quick work of it.

I’m looking into making a liquid cooled setup for my laser cutter. I’m leaning toward a liquid cooling block meant for using peltier thermoelectric cooling pads. You can get them in various lengths and you’d potentially just plumb your hose to them and slap the leds on one side and be off to the races
