So you may have to DIY it. Get a light blue tracksuit, then get some navy blue iron on vinyl. You can get the vinyl on Amazon or a craft store like Michaels. The design looks pretty simple, just elongated triangles… cut them out, lay them on, then follow the instructions to iron. A lot of them say you need a cricut machine, you can just cut them with scissors. I’ve used it for a different costume on track pants before… it’s not gonna last forever through multiple washes, but you can get a few wears out of it… see below for example of what vinyl you want:
