I recommend the Daitoryo/President line from Nintendo that they've been selling since their inception in 1889. Not only is it a cool conversational piece, it's also a very durable deck.

I got a deck of these last summer on Amazon for $10, they feel higher quality than Nintendo decks and I love the colors and art. I've played the shit out of them though and Amazon is out/the seller is listed as unknown. I found a deck on eBay but for $60 :(

That is actually the most common traditional Hanafuda pattern so the majority of Japanese sets will have those same illustrations. Korean sets will be mostly the same art with some minor alterations but are also generally made of plastic instead. Nintendo has a few sets available with that art the only different being minor differences in the case and what coating they put on the cards.
One of the cheaper options on Amazon, Nintendo's mid-range set also known as Tengu. The art and physical construction are traditional and would match up with what you saw in Summer Wars.

The thing it lacks are multiplayer and invincible AI. Plus, it has a memory or match and restores the game when you ragequit. Though, with hundred of matches through, there's a combination I can't win with. There was a thing on my mind, even, - to create an app which determines all of the possible outcomes (like with the chess) to see if you ever to win the match with current yours and opponent's starting cards.

As far as koi-koi apps are concerned, I've also tried multiple and I've ended up with one that is completely add free and has a neat layout. For me Akayoroshi works best, both the mobile app and the pc web version. I'll try that one as well

I would like to mention Hanafuda Koi-koi Dojo - a new app published in 2022. It is only available for Android, but it is coming soon to iOS.
You can play online with random opponents or with a friend, and there's also a single player campaign with a decent tutorial for new players.

First deck, just get a standard size, traditional pattern, they are cheap and you can get used to "normal" cards, before getting anything special.

You can see if you have a Daiso or Daiso-3rd party store in your area. I've gone to Japan and picked up my Nintendo set there but I actually got the plastic set from a Daiso in California for $2.
Definitely do not buy the overpriced set for 80 that some idiot is hoping to pricegouge on. The plastic sets for $20 aren't too bad if you dont have a local option but you can usually find them cheaper.

I just mean 3 players when I say 3-hand, as most gostop apps are matgo (only 2 players). The app I'm talking about is this one. I could deal with learning Korean through trial and error as I have been doing, but I don't have a Korean ID# so I was just wondering if there was any way to play multiplayer still.
