Use this app to gain confidence for speaking. I have recommended this. Lots of users, all have the aim to improve at speaking.

As for other sections, tell him to immerse himself in an environment where the English used is better. Read articles, short or long, they should be grammatically correct.

Practice at least 4 reading comprehensions everyday. Try to finish them in an hour. There are many online resources.
