I saw this tire carrier (amazon) on an XJ at the junkyard, looks solid although I can't comment much on quality other than from looking at it.

I would also recommend 3M headliner adhesive to go with it it worked super well for me.

I put this on a couple of weeks ago, XJ now runs and sounds better. Seems quicker off the line. Really well made , think tubing .

I was unsure of my voltage for awhile so I run a cigarette lighter voltage gauge. Here is the one I use. There are higher quality ones out there if you want one. I leave mine full time in the power socket by the driver as it is switched with the ignition.

If you are pointing at the door seal, I got mine from Amazon. My XJ is a 1995. I am not sure if the seal changed for the 1999, amazon has a check vehicle option to be sure.
