You can get a plastic swim cap to keep your hair dry. Lots of ladies wore them in the pool when I was young.

I had not heard of this brand, but it looks interesting. I wear skirted leggings, including a pair from Snoga and one I got from Amazon that is my new favorite piece of clothing. (Size down in both brands!)
I just bought these tops. I too am very busty and find that many garments are just too revealing for church or work, even garments that would work great on another body type. I'm extremely happy with them: I was worried that they would be tight, as many such things are, but they fit amazingly well and are very well made. Depending on the exact cut of the dress, this might work very well under it while looking pretty and feminine, even intentional, rather than like you put any old tank top under a pretty evening dress. Edited to add that they do not fit as bras; you'll have to wear a bra with it, but this would conceal the bra while letting you choose a bra that gives you the support you need.

HOW DO YOU KEEP THE MIDSECTION FROM ROLLING?? I’ve been trying to wear turtleneck sweaters with skirts and pantyhose this winter, but it’s a constant fight to pull the sweater down and keep the hose from creating an unflattering roll around my midsection. I’ve succumbed to wearing long sleeve bodysuits that stay in place so I can just adjust the hose and skirt as needed but it would be sooooo much warmer if I could wear a sweater like yours. :( Can’t find any warm turtleneck bodysuit either!

It's really up to you. I would suggest following some modest fashion influencers on Instagram and getting some inspiration from them and from pinterest, and simply trying things out to see what you like best and are most comfortable with. Take some time to experiment and find and develop your own style.
That said, don't feel as though you need to wear certain things because it's what most people do. I, personally, don't wear pants unless I am at home or I am wearing them under a dress or a skirt. It's just a personal preference, as I don't like the way my hips and legs look in them. Right now I'm on a big dresses kick, and I love these dresses from Amazon. They are super comfortable and perfect for the summer. I have a few, and I wear them with either leggings or bike shorts under them, depending on what I am doing that day. I also like to layer knit pencil skirts with nice tops and flowy cardigans.
Basically, I would say just have fun experimenting and finding your own style. You don't have to do anything because it's what other people do.
I bought this skirt several months ago and I love it! I'm 5'4 and it goes all the way to my feet unless I hike it up a little. The waistband makes it very easy to adjust the length. It has deep pockets but they don't hit at a flattering spot for me. I've worn it in all kinds of temperatures, it's comfortable in the heat and needs a thin pair of leggings underneath in the cold

Cardigans! Cardigans were my go-to when I had to work in an office. Get some higher neck camis or t-shirts, like this one from Hanes and mix them up with cardigans (you can get them at different price points from Walmart, Old navy, Banana republic, LOFT, etc). I actually like the Amazon brand clothes too, and with their wardrobe feature you can try them on and return everything you don't like.
Ann Taylor has some nice clothes for work, they even have a "business formal" or "business casual" filter on their website. But they are pretty expensive.

i have tried a similar version, not that exact one. the layered mask isn't really layered, its more of an open flap that allows fresh air in under your nose. the bottom flap ends under your lips and the top flap extends a bit over the chin, but its fairly loose. It is also handy to be able to drink some water while staying covered. Its defiantly a nice feature on a long hike. Here is an almost identical product on amazon, which has more pictures. The amazon version isn't as high quality, but I have a few and they are pretty nice.
Very modest swimsuits (generally worn by Muslim women) are referred to as a "burkini". I think they are banned in France. I doubt you're in France, but keep that in mind.

If you want to specifically buy these, note that the black coloured ones are cotton, while the grey ones are polyester and feel awful (I ordered both colours and promptly sent the grey back). I've worn the black ones under dresses at Disney World in Florida many times, if it tells you anything, and they fulfilled my modesty requirements plus kept me cool/prevented sweat down there. Buy them true-to-size, since you don't want them being too baggy underneath your skirts. Hope this helps! :)

I like the suits with long sleeves better than a rash guard over a suit since they don't role up or get baggy in water.
Sizing up a dress isn't going to do what you want it to, getting dresses that are the shape you need and fit you is a much better choice. An incorrectly sized dress might not cover everything you want it to, and it will look unprofessional and not put-together.
I have this dress in like every pattern under the sun, it's super comfy and easy to take care of, it's long enough you don't have to worry about matching tights/leggings/pants with it, and isn't revealing at all (though some of the reviews say the light colors are less-coverage)
Hmm, maybe go for higher-waisted work jeans/slacks so that when you crouch down your backside is covered. Or have a tack top tucked in underneath your shirt. Also maybe a high-neck dickie so that cleavage doesn’t show when you bend over (maybe check out kosher casuals cropped undershirts). What you said you wear sounds good. For slacks, maybe go to a uniform store so that they are heavy duty but more modest than the trendy, tight to the body pants in most stores. Since you said dresses weren’t an option I don’t know if this will work but has leggings underneath and I think could be dressed up or down. I have this one. This is like my favorite ever dress (there's a short sleeve version as well), it's super comfy, easy to wash, has POCKETS, and covers everything you want covered. It's super casual and great for wearing to work/school. I wear bike shorts under it usually because I like the feel of leggings/pants, it makes me feel covered. It doesn't look or feel "fancy".
I really like this style of flowy linen/cotton pants, they are great in summer but can aslo be worn with a sweater and boots in winter.
For extra modesty with your skirts, may I recommend a pair of bloomers and possibly a petticoat? Underneath?

These. If you get the style without the side tabs, put it on first then your bra -- it will help hold it in place. Otherwise they tend to ride up unless it's the side tabs style.

Oh, I bought some of these from Amazon. I was always upset that I could only find this type in plain colors, rather then more flowy ones. I bought them a few years ago so Amazon isn't reminding me which I purchased, but I think it's these ones.
You can order an abaya from amazon or other websites ladies suggest. Most abaya come with a matching hijab. You can also purchase a prayer abaya online thats all one piece with the hijabb attached that you just slip on your head. These ones are the easiest and can be slipped over your outside clothes.
