Most of Stillwater lies within the Class D airspace which is within 5 miles of the airport so there are no legal places to fly on campus without permission from the tower. The OSU communications guy, Paul West, gets permission to fly from the tower before he does aerial photography.

There is an airfield east of town designed for flying unmanned aircraft but there's a bunch of rules and regulations with it, probably connected with the RC flyers club thing.

TOR would be completely unnecessary and good luck getting anything decent streaming as TOR is an incredibly chunky and slow protocol.
You'd be far better off getting a VPN like Private Internet Access or something and then you'll be good to go. IT can't block the traffic that they can't see.
I've never tried this on campus so I don't know if it will work. (I can imagine in my head that it might work so who knows).
Download Hotspot Shield and use the free version during download. It acts as a proxy so it may allow you to bypass the P2P block.
Note: This also works great for watching OSU games ESPN3 when they're blacked out in our area.
