You can use a VPN such as Private Internet Access to circumvent your employer's firewall. Using the VPN should enable you to access any website your employer blocks. They make a mobile app for both Android and iOS.
You'd want to follow the link in the email and have a read through their Terms and Conditions. Most notable for me (my emphasis added):

From what I can tell, you can only change your phone number preferences by contacting the support team directly - not through any settings on your account.
This single point right here makes Pandora seem super duper shady to me now.
Just sent an email to support (for the good it will do) asking that Pandora (SiriusXM) fix this issue. I tried several VPN server (using Private Internet Access VPN) and my listening immediately went to offline mode. Will post the reply when received.
I have the pbmc mapper module for xposed. Allows me to skip to the next Pandora song by long pressing the up volume, works if the screen is off or on. http://repo.xposed.info/module/xeed.xposed.cbppmod
i would try a complete refresh by unistalling the pandora app and installing again. if you pandora-one a/c works fine on a desktop, then it has to be something wrong with your phone.

If you’re having issues using Pandora in Chrome, many times quitting your browser completely, re-opening it and going back to http://www.pandora.com can help.
If that doesn't work, try these steps:
Update Chrome. Clear Browsing Data (including browsing history, cache and cookies) by clicking on the icon with 3 vertical dots(located on the browser toolbar) > More Tools > Clear Browsing Data. On this screen, please select "the beginning of time" for the time period and then click on Clear Browsing Data. Bypass the Pop-up Blocker for Pandora: Go to Chrome Settings by clicking the he icon with 3 vertical dots(located on the browser toolbar) > Settings. Select Advanced, located at the bottom of the screen. Under Privacy and security, click the Content settings button. Under Popups click on Manage Exceptions. Allow [.]pandora.com Under Settings > Show Advanced Settings > Privacy - Content Settings, if your Plug-ins are not set to Run Automatically, then make sure to allow [.]pandora.com under Manage Exceptions. Also under Plug-Ins, disable Extensions like Adblock, Flashblock, and NoScript or allow www.pandora.com within them. If you are using an internet firewall or anti-virus program, it could be blocking portions of our site. Try allowing access to www.pandora.comwithin those programs, and then try visiting our site again. If this doesn't help, then try disabling such programs entirely as a test to see if this affects your issue. Try an alternative browser like Firefox to see if you experience the same issue. Finally restart your computer and return to http://www.pandora.com

The closest thing is the old PandoraONE app (which may be broken if the 32.0.0.116 update of Adobe AIR is installed, not sure whether later versions of AIR will let it play audio again), although Elpis works fine too...but neither one can be "Always On Top" to my understanding.
There is also an official Windows 10 app, but that definitely isn't small or Always On Top.
The csv file comes from step 7 in my comment. It's been a while, but I think I intended you to open step 6's tsv file in a spreadsheet (e.g., free LibreOffice) and then select "File->Save As" and select csv.

You might need to set up another Amazon account that uses the US store - I did this a while ago and its useful for Pandora and other freebies that only happen in the US store. Might have to google how to do it.
Here's my solution to this issue.
I might have mentioned that a Roku streaming player is also connected to the 616 and it has connected to Pandora successfully all along. But, because the Roku A/V connection is only HDMI, it was preventing the needed additional Analog audio connection on the 616 for the external amps that drive the Zone 2 speakers in other rooms.

This device has an HDMI A/V pass-through output with simultaneous audio for both the Optical & Analog outputs. Pandora can now be played from the Roku though the 616 for the Zone 2 speakers in addition to Zone 1 A/V surround while avoiding the factory setting reset on the 616.
The above circumvents the problem and may actually provide a more stable longer term solution for users of Internet connected A/V equipment. That is because this situation has pointed out a vulnerability that is created by the use of Firmware rather than continuous online updates that are apparently employed by Roku, Apple TV and the like. Any Internet audio provider could do what Pandora just did and that would potentially render useless many of the Internet audio services that Onkyo provides. It is like having a Smart TV and then losing the "smart" part as the equipment ages and technology advances.
Pandora has yet to correct their program problem and maybe they never will. For customers with older A/V equipment though, I suspect this may be only the beginning.
