I think the flowyness isn’t necessarily a problem, but if you want something else maybe a short sleeve kimono that is just straight down the front? For example: this one from amazon could work.I think the XXL will be more fitted and give a more fitted look.

Yes this happens to me all the time!!! It just happens for some of us and it depends on how our weight is distributed. Like how some skinny people can get chub rub as well whilst some other plus size people don’t get chub rub.
I personally do 2 things:
When I get jeans I use jean repair thread (you can get it fairly cheap on Amazon) it’s a bit thicker and more durable than regular thread along with being a better colour match to most denims than most threads. When I get a new pair of jeans I put in stitches to reinforce the areas where they wear through first (for me this is along the inseam so I place the the stitches horizontally across the seam like a ladder but the Stiches are right next to each other so they are touching). It can take a while so I tend to do while watching TV but it’s worth it with the extra life time. When I notice then staring to wear through I can add in more stitches.
I keep my old jeans when they wear through so I can patch my jeans if they get ripped or holes in them. Or you can get iron on Jean repair patches. If the whole or rip is on the larger side see it up first before applying the patch either on the inside or outside.
The daintiest supportive bra I have is this HSIA Underwire Minimizer Bra on Amazon.
They have other styles too, if you search the brand. I find they sit pretty cleanly under cami.
Other options would be the unlined balconette from Torrid or maybe check out Cuup (I’m not sure how expansive their sizing is though)

I've bought a couple Allegrace tops that i love. I actually bought one in burgundy and always get compliments on it whenever i wear it so i just bought one in black. I'm 5'3, 288 lbs, and got the 3x both times and they both work great size wise. The only thing is sizing across brands can be wildly inconsistent so pay close attention to size charts and reviews. I bought a few Just My Size t-shirts as well and had to go 2 sizes up to get the roominess i like in a t-shirt.

These are the only scrub pants that have fit my body really well, as I have a lot of thigh/hip. I’m currently between sizes 18/20 and the XL fits a big snug but the 2XL I wore before are too baggy now.

During the cold months I wear sweatpants and hoodies, when it's warm I wear midi skirts and dresses with bike short type things underneath- keeps me cool and comfortable like wearing shorts but plenty of coverage. They're great for under skirts or under dresses. They just make me feel a little more secure. They don't look super size inclusive but I'd say the XXL would fit up to a size 24 because they have so much stretch. They're also good for lounging around in. If you have good-sized boobs, you generally want something with straps thick enough to allow you to wear a regular bra. The strapless ones that hold you up tend to be significantly more uncomfortable than a regular bra.
Pick a color that works with your skin tone and eye color, not against it.
Another reason I like this dress is that it goes in at the waist. I am an hourglass, and because of the way this is cut, it will show that my boobs and booty are bigger than my waist.
A-line stuff is almost universally figure flattering.
Another thought, there is this jumpsuit trend. Honestly, I have tried on a few and they feel like pajamas. I don't see them as particularly figure-flattering, but some days I dress to be neat and comfortable, not necessarily to attract my future S.O. Some are nice enough to wear to a wedding.
If you want to keep the dress you have, you can belt it. That will cinch in your waist and show off your figure, but, tbh, it is going to make the dress more uncomfortable, not less.
Most weddings are formal-ish these days. You aren't expected to be black-tie fancy. Unless you are in the wedding (in which case, they tell you what to wear) you can wear some nice pants and a nice shirt. If dresses make you uncomfortable, don't wear one.

Will wait for them to restock and will buy more. I have about 5 pairs right now, and I can wear them from work to sleeping. I would live in them if I could.
These pants by Savane have been doing nicely for me. They have the same construction and comfort as Dockers but at a slice of the price. They also come in flat front.
Honestly I really like the Lee straight-leg pants I got on Amazon. . I have 3 pairs that I’ve been wearing for about a year and the only ones really showing any signs of chub rub are the plaid ones, because they’re a different material. They are a little heavy in summer down here in the south, but they’re mostly cotton and breathe really well. And at ~$40 a pair, they’re not so expensive that you’d be really put out if they don’t work.
It isn’t padded but I did find a good bandeau bra on Amazon that stays up. It is full coverage.

Got these off amazon. They don’t squeeze. They are a little loose in places but really comfy.
I bought a pair off of amazon and was so amazed I went and bought two more! Took a little bit of a gamble but these are great. I personally love the skinny jean better than the straight leg, but that’s my personal opinion, i still bought both and think they hold up well. I also wash in cold water and use only 1 pod per large load. Hanging to dry is the best but have dried on occasion and still fit fine. These have a great denim to spandex ratio! I have seen no change to the inner thigh area where my jeans normally give out first.

I feel you. When I was in nursing school we HAD to wear the mandated brand and even though they went up in size they just did not fit me. I need a high waist because 1) I have a high waist and 2) large booty so if it does not come up high enough they just fall down no matter if ther is a drawstring or not. For the top I had to get this huge size so it would go over my hips meaning it was like 3 sizes too large on the top and I looked like this weird frumpy box and even looked bigger than I was.
I am not sure what shape you are. I am more of a pear shape with the majority of my weight around my hips, butt, and thighs. Even though I have lost weight I am still the same shape and wear the same brands.
For tops I would suggest a scrub top that as stretch on the sides. This gives the top...well some give and it conforms to your curves so you do not look like a box.

It really sucks. And feeling like crap makes doing your job so much harder. Once I had scrubs that fit me I had a lot more confidence and felt comfortable. Having to keep pulling up your pants or pulling down shirts is horrible esp if you are running around and bending!

I bought one of these when I was pregnant last year & then another after my breasts shrunk post baby. Comfy, actually holds your boobs separate, makes your cleavage look nice without trying too hard (looking at you, fancy push up bras ). $34 is pricier than necessary for anti-chafing undershorts. The ones I buy on Amazon start at only $6 bucks They wick, don't roll and last for years. I've the blue ones and the black ones. Love them so much I bought extra to lounge around the house in and sometimes even sleep in them. They tend to sell out a lot, so if you're browsing and they're in stock, snatch them up. They're fantastic.

This same situation definitely happened to me last year! I bought these from Amazon and I liked them a lot. I also wore these underneath (for extra thigh rub and bend over protection.)
