Would it be possible to set up a mIRC?

edit: To clarify I don't have ANY experience setting up an mIRC but for now I'll take a look into it. If someone else who is more experienced wants to or would offer guidance I would greatly appreciate it.

And mIRC is $20 for a single user license :/. I'm trying to find something free.

edit: IceChat7 looks to be free, I'm seeing if I can set something up.
