You will just need your propresenter op to trigger the first slide in the playlist and then the speaker can click through the slides.
M1 Macs only support two normal displays, and the laptop screen counts as one. The solution Renewed Vision recommends is a Blackmagic playback monitor.

This will show up as a Propresenter screen after it’s installed but doesn’t act as a regular display.
When you reference the DeckLink Duo, do you mean this? Or at least does it look similar? If so, then you can’t use it all with a Mac mini. You would need a tower PC or the older Mac Pro tower. To get multiple displays, assuming you want multiple duplicate displays (same thing on all the screens) then you need to do one of two things:
Split the hdmi signal using an HDMI splitter and then adding an HDMI>SDI converter on each end as needed
Or
Add an SDI distribution amplifier after the initial HDMI>SDI conversion and then you can have multiple SDI outputs going wherever you need them. This is what we do in our building to pump our live feed to tvs in various rooms. We use this distribution amplifier but you can also go with the blackmagic design equivalent. The blackmagic equipment is more prone to just dying if there is a power surge or power outage.
We too upgraded from windows to iMac M1.
There are range of solutions, from relatively simple to overcomplicated.
The 2 most realiable are: 1. Blackmagic - Ultrastudio monitor 3G We currently use this and it has not let me down. Also you need a thunderbolt cable connected to a thunderbolt port on your mac mini (if it has, i don't know).

The system requirements for PC seem pretty vague. It's unfortunate that a Mac isn't an option. As much as I personally don't like Macs, this program was definitely designed for Mac first, and the PC version feels very slapped-together.
I am assuming you mean a Behringer X32 foe the board. That is a great board and super popular for churches (including ours) and I am super familiar with it. If that is the case I would come out of it with two XLRs and set their patch to main L / R. From there I would go into an audio interface ([this]https://www.amazon.com/dp/B07QR73T66/ref=cm_sw_r_cp_api_glt_fabc_H1XTQ01Q3T92DTZ4FXEF) is what we use). You can come out of the “monitor” aux out of the interface and go into a single input of your atem. That should solve your issue if it is related to a grounding issue on the output (which from your description is a definite possibility).
On another note depending on how deep your team will be going or how permanent your streaming setup will be I would look into separating your video / audio and you stream computer and your av computer. We have a separate computer just for our stream. We run it through OBS and feed a NDI stream of the text from PP7 (using looks for its own template) that overlays over the video. We use the audio interface and a video interface to feed the audio and video into OBS separately and line up the timing using an audio delay in OBS. this allows up to better control our video and audio separately and bring them into the system. It also means that this system is dedicated to the stream with minimal needs outside of streaming thus allowing our computer hardware for PP7 to not be doing double duty. It also give us a third recording of our service (usb from board, logic multitrack on our PP7 machine, and the video from OBS). If you are going to be streaming indefinitely and can afford a second computer in your budget I would highly recommend looking at separating them!
Yes it can. Get a usb hub that includes a hdmi port and USB A ports. Then get an adapter for display link compatible and use that for your stage monitor. Don’t get the cheaper adapters either as they do not work (we recently upgraded to a M1 Mac mini and I tried the cheaper ones and they did not work) we used this one and it works wonderfully!

Pretty decent monitor if you need a cheaper option just for PowerPoint.
I use this one, every now and again they throw a good discount on it and you can get it as low as 129, but seems to be a bit more pricey right now, but still a good solid monitor. We are actually running 3 of them (not on a mac mini, just in general).
Its simple to get setup with NDI ! As long as both computers are connected using an ethernet cable to your network, your connection should be great. Either connect both computers directly into your routers ethernet ports, or connect a GIGABIT switch to your router, then connect both computers to your switch.
The switch needs to be at least GIGABIT so that the connection is fast enough to transfer data, gigabit just means that the speed is 1000 megabytes per 2nd between both devices.
