Keepvid will help you download it, then you can use your editing program of choice to cut it down to the desired length and downscale to the resolution/framerate of your choice. If you don't have one already, there are a few open source options to choose from. After that, you can convert it yourself, or upload to gyfcat (sp?) and use as you see fit.
Like I said use a VPN I never used one but I think they might require subscriptions at least I think ExpressVPN does if you don't wanna use that IDK anything because I don't see the episode on daily motion maybe you could approach youtube themselves about that
