Freezer burn, I'd think, but popcorn and popped grains can be pretty bland if they're unflavored and not fresh.
Sometimes people use unflavored popcorn and popped grains as packing material because they're cheap, biodegradeable, and don't take up much room until they're popped. This looks to me like it was made with a high pressure popcorn popper but I've never seen one in person so take that with a grain of salt.
Here in the us we have the chedder powder you can sprinkle on top of the plain popcorn once it is cooked like This brand with different seasonings or you could go fancy

They look like a variation of 龙虾酥糖 or 北京酥糖, usually it comes with a candy coating on the outside and it’s like a peanut layered candy. I couldn’t find that exact brand and version for sale but something like this should be pretty similar. Hope that helps!

So, I did some research. This looks like African yam. If the tuber was not grown locally and isn't waxed, it's highly unlikely to be yuca/cassava. Here's a video that shows both yuca and yam side by side. You be the judge.

Psst. Buy this. Boil a couple cups of water, add 3-4 tablespoons of sugar (to taste) and 2 tablespoons of mix in a tea infuser (we have a special tea sock for this since we use it so much). I use to eat this as a kid and I don't think we every had a specific name for it or anything just called it generic "jelly". I still see them at Asian grocers.
Ohhhh you will love these Taiwanese cookie egg rolls (youtube video). They are like a sweeter, crispier, crunchier, rolled-up version of crepe. You can buy them online or in most Asian supermarkets.
In English, I see it translated as Spicy Chile Crisp quite frequently. It could also be called chili oil with crunchy garlic. It's basically just chili oil with extra flavors with something crunchy added to it. I am not sure where you can find that exact brand, but in the US any major Asian grocery store will have a few brand/varieties of it.
Try to go to Asian grocers that are mainly for Chinese for a better selection. I do know Japanese also make this condiment and I personally prefer them over Chinese variations. The one I linked below is less spicy than Chinese ones, but has a more pronounced garlic-y flavor.

The texture, color, and size tells me this is hawthorne, specifically hawthorne sandwiches. It's a common Chinese snack and you can find them in the snack aisle of most Asian food markets. In fact, I actually have some right next to me! It's sweet and chewy, as you said, and can come in multiple varieties (rolled up, flakes, cubes, etc.).

It looks like braseola. It's a bit like the Spanish cured ham but Italian and made from beef instead of pork: braseola
The dryness can varies a lot from brand to brand, some are like dry cured ham and some are tender and more "meaty" in texture. The thinner the slices, the drier it will be usually.
If your supermarket has a Mediterranean section, or a cured meat/deli counter, they might have some. Amazon seems to have some too but it looks a bit overpriced to me amazon - braseola
