I have had these levers on my bike almost since I got it and have had zero problems and they were cheap.
get a cheap mud flat for truck, cut to size and screw behind your plate. or maybe something like this would work

The amazon cheapy (17USD) looks like the 2nd one. Hey, it'll be worlds better than none at all since PO had this tucked up under the fender. I had to spot tie the license plate right behind it since there was no other place to mount it. Always worried about getting pulled over because the plate would be covered with mud.
pretty sure I use these But double check the size before you buy. I haven't changed by air filter yet, 2020. Any suggestions?
Not sure how I feel about the rubberized undercoating, but then again, I'm not sure how it would necessarily defer from any other sound dampening material. I'll probably test it out. As for attachment points, I was going to try and use these rubber mounts. I'll let you know how they work out.

That is an option. But the reason i wanted the proper head shield is for passenger and bag (since I dont have rack. that thing also cost $150+)

I too was looking into this. Look at mrcycles.com for the parts breakdown of the light. My though was to remove everything, make an elongated "Z" more like two "L"'s and mount that to the bike. The light with the original bolts and the plate below laying almost horizontal. For the LP light I was going to stick one of these under the taillight. Prewired Surface Mount LEDs (2835, Cool White LED) - 3 Pack https://www.amazon.com/dp/B01ENC1SXI/ref=cm_sw_r_cp_tai_lf4QybCW4WPF4 Which I used on another taillight mod for the LP light and it worked perfectly. The next hurdle would be the signals. But tabs could be bent from or welded to the "Z" bracket and holes drilled for the signals. Another option. The DRC bracket is available alone for about 30.00 from 12oclock labs and the stock taillight could probably be easily attached to that. But just slicing it off like you said and a small bracket would probably work too.
