It's RPG Notes. You can pay to remove ads, so that might be what requires Play Services, but I don't know how to know for sure.

Hmm, I wonder if setting (Microsoft) SwiftKey as the default input method in the Android system does that without breaking anything else.
If not that, then apps like KDE Connect should help (especially if you want to keep in in your own network rather than over the Internet).
AlreaderX has all these except for a sync feature but one can sync the folder it creates by their own means, for example using git with either self hosted or 3rd party solution like GitHub (they often have private repos too), using again Termux & Tasker etc on Android. So if you haven't already do give this not so well known app a try because I think it's pretty neat (it's UI style is very customizable too but for some funny reason I like it's defaults a lot so I kept it that way :D).
There's also TrebleShot that one can use with a desktop web browser, or AnLink Windows program which uses adb.
Also this feem.io looks neat but I remember seeing a web app for file transfers in local network, that I can't seem to remember the name of. With that I could share files with everybody in the local network that had a js-capable web browser. I'll edit this comment if I remember it's name & url.
