There's a reason even small websites have ads. There is no mythical number of visitors you need to hit to even have advertising.

Then you get your first copyright notice and guess what? You're going to have to play by the same rules youtube does.

Oh, you can fight it of course. You can protect every instance of copyright infringement you want to the death. Then they'll drag you to court and you'll be a defendant, not just "the helpful local website owner". Because you specifically facilitated their infringement.
