Screen tablet + Krita. I've used Photoshop, Illustrator, paint tool sai and mypaint as well. I think any tablet/program will work. It just takes getting used to things, learning, and figuring out how you can go about achieving what you want to make. :)

When I need graphic design I don't have time to do myself, I go to upwork.com or hire someone local. Vague commissions can be a source of frustration for all involved. When someone commissions me, I ask for three of my works that are close to what they want, and tell me what they do/don't like about them. If they don't have any dislikes, I tell them to buy what I already made. If they show me someone else's work, I tell them to hire that person.
Oh in that case maybe you should try a basic one-page carrd Website, It's pretty simple to create and would help you get started with.
If you feel that you cant make the website on your own then designers do charge less for a carrd website, so It will save some for you.

I realize this was 7 days ago, but I'm going to answer anyway. I use this camera for high quality prints. I bought it used for ~600$. My insta pictures have so far just been using my phone, but I've only recently created a web presence for my art within the past month, so I may start taking actual pics of them soon.
I have worked as a professional wedding and portrait photographer in the past as well.
You don't have a light problem: The main thing to worry about for taking art pics is the sensor. To make a long story short, the bigger the sensor, the better your pics are going to be. Mine has a 24.2. Here is a longer explanation as to why: camera sensor size guide
Some phones now have decent sized sensors and can take pretty good photos, but you just need to be aware of what you're working with- you may be able to adjust picture quality on your phone, or borrow someone else's until you start selling some pieces, or make a strategic purchase. I hate buying from Jeff, but this one is what I got and it diffuses the light really well. This one goes for $30 to $60.
I started out with a rack, but I've had more success with bins. People tend to stop and spend more time browsing, vs giving a rack a quick scan with their eyes and moving on. I have a handful of 18x24" posters displayed behind me to give people an idea of my work, as well as small 4x6" portfolio books on the tables for people who want to quickly flip through everything instead of going hunting in the bins. At my last event I tried out a couple of these and absolutely loved how they worked. They do have to be close to full to flip nicely, but other than that, they looked great and were dead easy to travel with.
I prefer bins as a customer too, when walking around. As tempting as it can be to show as many pieces as possible, I find a lot of convention and art fair booths visually overwhelming and difficult to really focus on the individual pieces. I'd rather a display show me the Greatest Hits, as it were, and then if I like the style I can look through the rest.
For the size thing, it never fails to surprise me how much people love matted prints. In the past I had individual 5x7" prints, or the same ones matted to 8x10", and so many people were happy to pay ten bucks more for a 75 cent mat. I'm considering matting all of them next year and ditching the individuals. You know your customers best though. It's worth experimenting to see which do better. You can always swap them out if they don't sell as well.
This looks exactly like my silver IKEA Tertial (cheapest desk lamp) down to the light switch. I absolutely agree with everything the other poster said. I have two of those lamps, one I took apart and mounted a phone holder on it via zip ties to shoot my top-down videos while drawing. The other one is still intact, but I might do the same to it for other angles :D
For light I use a huge lamp with soft box. I have this, but mine are not branded, so I have no idea how much they cost, I bought them second hand. Have no space to set the both up right now, so only one is up and working in my atelier. Plenty of soft light to work by and shoot, am quite content. some projector lamps with soft boxes on Amazon

Ah, I hate when that happens. The tiniest change in dimensions can really make the postage cost skyrocket. If you can't find a tube that is wide enough to not bend the paper too much, it might just end up being a lesson learned for next time. I've eaten a lot of shipping costs over the years.
I use this style that go all the way up to 5" wide, but you probably don't need 25 of them all at once.
I like this for quick posture models, not sure if it is what your looking for, and does not have an animation feature. But it does let you repose the figure and rotate. And export easily.

This sounds like a potential nightmare, logos, even simple ones, have the potential to have a lot of back and forth. So the final design may only take an hour to draw and color, but it could be several weeks of work, emails, calls, etc to come to a design that everyone that is going to sign off on it will.

Lesson learned, you're open to getting screwed here. Like you said, next time contract first, but also nonrefundable 50% deposit up front so if they turn into a nightmare client, or they get hit by a bus before finishing, you still have some financial compensation for your time working on it.

If not- how many hours do you estimate you spent for the book? Multiply that by some hourly rate that is appropriate, whether that's $30/hr, $50/hr, or whatever.

For 8x10 photo prints, I use ValBox 9x11.5 inch Self Sealing Photo Document Mailers (They're about 60¢ each for a pack of 25, at that Bezos link). I wrap the print in tissue paper and sandwich them in between two sheets of plain paper, then I send via USPS First Class.
For larger prints, I ship them USPS insured Priority Mail wrapped in tissue paper and rolled in a rigid mailer tube.

I've built several pc's and have been doing digital art on them for over a decade. $650 is more than enough to build a computer for digital painting. It would still probably be fine for good for digital sculpting. It might have a hard time with video editing and 3d renders, but it would probably still be workable with some patience. My decade old GPU that only had 1gb dedicated memory ran modern photoshop with out any problems for digital paintings. It might have struggled with 4k though. Photoshop recommends 4gb of GPU memory for working on 4k+ images. Here is a dedicated GPU that would totally fit in your budget card here. I don't know much about integrated GPU's, but in the past people steered clear of them. Apparently they're not as bad as they use to be, but I don't know how to tell how much GPU memory an integrated card has. I suspect you would probably be fine running one for digital painting.
