I don't know how much chill is too much chill, but Beta's indeed like to chill. You should try getting the leaf hammock like Stoofandthings suggested -- I bought my beta one a while back and he loved it (before passing). I'd put it 1 1/2 inches below the water surface - thats where betas hang out in their natural shallow habitats.
