There’s a variety of small insects/animals that can bother your chillis. I had some in the past (spider mites and thrips). I would recommend to figure out what exactly is threatening your plant and the look for specialized products. I also tried to fight them with been oil and natural soap for months but gave up and used a pesticide which is especially for vegetables. Those lights you linked to don't seem like they would be easy to hang over your seedlings and seem way too pricey per light.
Great, thanks for confirming. I wasn't sure because I assumed they should look like the photos I see on sites like Amazon which are a bit bigger and less smooth.
