Yes, it's a Star Vixen skater skirt. Here's its listing on Canadian Amazon. Not sure where to get it if you live in America or elsewhere.
How about these? I have a set and they lift and keep things from jiggling too much. They can get a little itchy around the thin top part. They are smooth and undetectable, in my experience with them.
This shirt from amazon and the recommended pencil skirts or slacks is a great pairing. I also love the two in one dresses like this to look put together without a lot of effort

But I've barely used it, so can't speak to durability. The snaps on the straps and handles really tone down the backpack feel, while still being very functional. I wanted a "classy" backpack.
