They try to but the underlying stocks held in the ETF will determine when/how much. None of it is guaranteed. They could add an estimated dividend date but that is just a good guess

You should be able to trade from anywhere with an internet connection unless, like some countries, they block certain sites. I’d be surprised if Peru had a locked-down internet.
Now, if there a legal implications, no idea.
Ideally, use a VPN which can connect you to US servers directly. I use ProtonVPN, but there are many to use and some are free/open source.

It's a fee for the whole account and isn't based on account value. If you transferred 5 dollars worth of stock they would still charge you 100 dollars. They just raised it from 75 earlier this year! Btw if you partially transfer they will charge 100 each time you do it
Using WIndows 10 Pro desktop, I began getting the same "technical error" message yesterday (09/28) when I attempted to login (prior to the "enter VIP access code" request).
After repeated attempts over an hour or so, I finally decided to disconnect my Mullvad VPN and tried again. Problem solved!
I then re-connected the VPN and tried again using several different USA servers. No luck - always got the "technical error" message at login.
So, bottom line - I can no longer login to my Fidelity account while connected to my VPN.
I have been using Mullvad VPN for years while accessing my Fidelity account with no problem.
Obviously, a change was made by Fidelity which no longer allows use of my VPN when accessing my Fidelity account.
Why has this been done and why am I not seeing any other reports of this problem?

So bonds have more risk and complexity than beginners appreciate. US Treasury bonds are safe from default, but are highly exposed to interest rate risk depending on their duration. The TLT ETF lost 30% from August 2020 !!! It's 100% US Treasuries with ~20 year duration.
Muni Bonds? What marginal tax bracket are you in, when you count Federal and State? Munis are for people with high tax burdens. Munis can be at risk for default or poor tradeability depending on the issuer. Other Government? They are not issued by Federal Gov, like Farm Loan Banks, Tennessee Valley Authority, so they could default, but then the US taxpayers steps in, but during those times the price could go to heck.
Know what you're buying! Bonds are complex!
