I really like the idea of built in shelving, especially if you can make it adjustable. It's a fantastic way to add storage. I'm guessing you'd do this above the sink area, but if not, that would be a great space for shelves.
I just noticed the joists. You might be able to use that space to hang your pots and pans. It's a little hard to tell, but it looks like one of them is above your table. If you did a pot rack, you could use more of the wall above the sink.
About the area behind the angled shelf, it looks like that shelf would fit flat against the wall then you could access that nook better. I like that it is angled and convenient with cooking items, but it does look like it blocks off that space. Maybe put it on casters?
Finally, I think you need more lighting. Could be the photos, but it looks a bit dark and gloomy. The fan lights aren't doing it. If you go with a shelf above the sink, you could undermount a light there. Definitely the current stove/work area needs some help. You could maybe string some lights between the joists or add some track lighting there.
Bonus: everything looks nicer with a fresh coat of paint. If you can brighten up the walls and paint your shelves/workspaces/cabinets in a unifying color, I think that would go a long way to making the space feel more cohesive and usable. It's more psychological than functional, but I think it would be nice.
There are other options that can match your style. These are great. There are brakes so you can be stationary, but you can also move it whenever you need more room in your kitchen.

Depending on the oven the top part isnt that big, the main heavy items would go in the bigger part, if you're still concerned, you could remove the drawer , which would drop it down by approx 143mm and then put that above the oven as a false drawer , or remove the handle and get some colour matched filler to fill the holes and have it as a blank panel, again this would mean smashing out the fixed shelf and making your own supported shelf for the oven to sit on. A qualified electrician should be able to rewire, if needed quite easily, although it depends on the current wiring being done properly. I'm not sure the technology is quite there yet, but I still think the cooktop-less kitchen layout has plenty of merit.
Tap the edge of the lid on the countertop several times, at the 12, 2, 4, 6, 8 & 10 o'clock - firmly, but not hard enough to break the jar.
Put the jar in the freezer for 30 minutes or so. Then take it out & run hot water over the lid only.

I am a huge fan of my Mercer Genesis knife set. Since the whole set is outside your price range I'd recommend getting the chef knife and a honing steel for her this year. You can follow up with paring knife and utility knife as later gifts if she likes them later. Or try a different brand if they aren't to her liking.
I've never come close to breaking a cooktop with cast iron, & I use my cast iron a lot.

But at first glance I'd say you do need to reconfigure the kitchen. Pull the old double oven & put in cabinets floor to ceiling. Put a double oven range where the cooktop is, maybe a microwave oven above.

I never thought of that and maybe I'll get one, but it's the answer to a different question. I'm looking more for something that can seal the gaps between the oven and counter so food doesn't fall outside and under the oven.
