You’re beautiful! I think you have a really nice shape to your lips and I would recommend that you try a bolder color on them. If you’re most comfortable with gloss like you have on I would recommend using a gloss with some color in it. Gloss can be a lot more forgiving for someone who’s getting comfortable with makeup.
I think a berry color might look nice with your coloring. This is an inexpensive option in that color family that I really like.

I also love the NYX butter glosses, they wear well and aren’t quite as shiny or sticky as the Rimmel gloss above. The color below is pretty universally flattering and would let you try a neutral shade.

Hope this gives you some fun ideas. My best advice is to play a lot and have fun. Buy the cheap stuff first and then you can upgrade the stuff you love and not be sad about spending a bunch of money on stuff that doesn’t work for you. (Sorry if I did the links wrong!).
I’ve found this very helpful for my under-eye circles (I have very pale and fine skin under my eyes, and have slightly purplish circles because of how thin the skin is). There are a few color correctors to try! I use concealer over the darkest parts and then the brightener and found that the end result is much less heavy or caked on than just layering my concealer.Amazon Link
Blend blend blend, baby! Blend like your life depends on it. Blending brushes are my favorite brushes and make up at least half of my brush collection (I’m a big fan of colorful eye looks). This set on Amazon is a great place to start if you’re not ready to dive into the pricier brands; they’re pretty decent quality at an unbeatable price and they’ll last about a year before they start falling apart.

You can get hairspray there as well. Just lightly mist the wand and brush through!
I use Nyx Epic Ink Liner and it works great for me. I used to use liquid but I find the pens so much easier as well and I can be much more precise! Sometimes I mess up the liner and don't want to ruin my makeup so I take a q-tip in my micellar water and spot clean. Some people use concealer but the q-tip works better for me. Good luck! I use a "brow brush" like this. I tap the whole length of the brush into eyeshadow, and then brush it on my brows. It makes less bold marks than a tiny regular brow brush. Try it! I've been doing this for at least 20 yrs and always get compliments.

I know it sucks to buy products not knowing if they will work for you at all, but here's suggestions for a few budget ones that have made makeup look remarkably better on my dry skin:
As far as blending sponges, they are not all created equal. I love the original one but I think Sephora's is also great for half the price. Some of the super-budget ones I have not had such good results with but I know some people swear by them (the $1 AOA blenders for example). I do want to sing the praises of a particular $1 AOA brush, though, that I think makes foundation buff on beautifully-- the E103 Kabuki Brush. It's big and soft but also angular enough to hit all areas of your face, and it doesn't leave bristle marks the way a lot of brushes do. I especially like to use it with a K-beauty foundation called L.O.C.K. It Good Boundation, which is lightweight in relation to its medium coverage (can be built up to concealer-level though!) and has a sheeny, healthy-looking finish that I think you might like. It's also drugstore-priced. My favorite product to use as a "primer" is simply The Ordinary's $8 Natural Moisturizing Factors + HA because it's totally non-greasy, preps the skin nicely, and I've never had it react weirdly with any makeup product. But the biggest game-changer for me in terms of skin prep and hydration has been Hada Labo hyaluronic solution. If I apply it immediately after showering/ washing my face, my skin rarely feels thirsty and flakiness is kept at bay.
