I had neighbors like this in the apartment below me in NYC. I found all sorts of laws against it. I also bought a thing called “liquid ass” and would spray their door mat and doorknob every morning before I went to work (at 5am). How or why would anyone think a neighbor could create this smell? It will over power cigarette smoke.... just an evil idea to spray it on their deck. Just make sure they don’t see you! Liquid Ass 2-Pack
They only thing I can think of is buy a big fan and find a way to create the best circulation in your garage.

I have had these issues as well and I found that you need to match the frequency of the white noise to the disruptions. There are web sites out there that will let you customize your white noise (I used https://mynoise.net/NoiseMachines/whiteNoiseGenerator.php). Keep in mind that white noise isn't meant to totally hide the noise you hear, but to bury it in other noise so it's less noticeable and you sleep through it. White noise in general shouldn't sound like anything in particular. It should be more like a fan or static (but less unpleasant). I wouldn't find ocean sounds helpful either.
If the door slamming is just noise and not vibrations, white noise should help you sleep through it. If you're getting vibrations, it's much harder to get past.
I don't know what sort of ear plugs you were using, but the foam ones that you twist up and that reinflate in your ear canal tend to work the best and I think you would be less likely to pull them out because they require a little bit of effort if properly inserted.
Good luck. I know your pain. I lived for two years with ancient, nearly deaf neighbors who watched loud, bassy surroundsound TV that they watched after midnight nearly every day. And the property management/owners were equally indifferent. We ended up moving and they evicted the terrible neighbors three weeks before we moved out. :-p
It's not everyday when OP outs themselves by writing a bad review about a restaurant.
That's why you have to first notify the landlord every time they harass or complain. Inform him that you can't be any more quiet. After a short while, inform the landlord that you give up and tell him that It isn't helping you at all, trying to be quiet. Inform him that you will no longer live so restricted, since it is making zero difference in your experience.
