I’ve done some galas before that we’re cookouts. One thing that adds some class is bamboo disposable plates, and also chair rental and covers. Skewers work really well for feeding a lot of people cheaply and you can have higher end options like shrimp or steak.
You could also do a grazing table which is normally impressive. You should get food tents if it’s outside. Also put your drinks in galvanized tables instead of regular coolers.

These guys, if they do just green look really nice pointed up into the trees.
How about a projector? Theres a lot of options including small, wireless options, if that's in your budget. Could have a cute little slideshow and all you'd need is a blank wall to project it on (or if you can hang a sheet, that would work too).
Or, if you want to stick with physical photos, you can run a string and clothesline them with decorative photo clips onto it.
If you have bunting, twine, ribbon, or even string lights, you can attach the photos to that and hang them up. it’s easy to bring some clear damage-free command hooks and string them up in a section of the space.
I’ve decorated grad parties and wedding showers using this method and it’s very portable, user-friendly, and provides a nice wow factor with very little effort on the day of. You can prep the strung up photos in advance, set up is just using hooks like these and then take it down carefully after the event is over. If it’s all one piece it’s even easier.
Just be sure to clear anything like this with the restaurant in advance so they know to expect it. The hosts at FOH may even offer suggestions for placement or help with setup, and if so it’s not uncommon to tip them (if you’re in the US) for something like this.

I got some clear acrylic risers on Amazon that I really like! They are relatively cheap but nice looking, reusable, and go with any decor or theme.
Some E6000 and a few dollar tree plates/glasses and you can DIY your own. There's tons of tutorials on YouTube to show you how.
E6000 is an industrial strength adhesive you can find at any major craft/hobby store and fairly inexpensive.

Maybe little bottles of bbq sauce as favors, if not too expensive? Mason jars for drinking out of.

How about these cookie cutters and this cookie recipe for some dinosaur cookies with the tea (or "tea")? (I have tried these cookie cutters and this recipe before, though I'm not sure if I've done them together--but the fossil vibes work well with a dark cut out cookie and that recipe is the best one I've tried so far!)
Alternatively you could just buy butcher paper and use that.
Expo markers also work on glass so if you have a large glass window that might work too, test it first to make sure it doesn't ghost....
These are all good ideas! I’m not sure you need all of the food to match the Cars theme, maybe just the dessert table instead of the finger foods? That way, donuts for the tires would make sense, you could do cannolis or sugar cones dipped in orange sprinkles for the “cones” and maybe a Cars cake that looks like a speedway?
Desserts imo are so much easier to build a theme around. Then you can just do whatever food is easiest for you as the main event (because DIY is tough and time consuming!) and not worry about everything being on theme. As long as you hit some “big” theme elements, people will remember this party as a successful event.
Favors could be either real Hot Wheels mini cars or even cookies in the shape of cars. You could even have a “decorate your own car” activity, and make it as simple (coloring on paper) or complex (decorating a car-shaped cookie) as you have the energy for.
As for protecting the food at the picnic, I’d suggest something like this to keep bugs from landing on everything.

Encourage people to drink responsibly...maybe limit your invite list to smaller group of people...keep the bar and activities in ares that don't have new floors (? not sure what the layout of the space is...) Serve items that would not "stain" as much: clear soda and vodka :(
Are the "new floors" carpet? if so has it been treated with stain-preventer, like scotch-guard?

In college we had one of those spinning light up disco ball things... Not even sure what to call it but it made every party better. Seems like it would feel very Miami (something like this?).
What about food and drinks? Can you make/have someone make little cuban sandwiches? Not sure about cocktails, but maybe something rum-based?
You could also get some of those plastic striped sunglasses and scatter them around to have people put on.
And don't forget the Miami playlist, including plenty of Will Smith obviously...
