If you think about it in terms of frequency, very notes only differ by 1-10 hertz, so it's very hard to differentiate between very close notes. You can check frequencies with this app if you want: https://play.google.com/store/apps/details?id=com.luxdelux.frequencygenerator ...it's a pretty amazing and simple app.
A method I use when I'm having trouble is to translate the note up a couple octaves and identifying it from there...but even that's slightly more difficult.
Perfect pitch should be almost instant. However if you're only registering the note during that time and NOT thinking about intervals when identifying notes there's a chance you have it, even if it's slow.
