Here is the platform perch I use . It has a sandpaper like finish, so I wrap it a few times with this vetwrap to protect their feet and make it comfier. Put a paper towel on top for easy clean up.
My bird is getting older and is starting to lose his balance so I've also made him some rails (we call them birdie bumpers) by cutting rope perches to the desired length and wrapping them in prewrap for safety.

It's not currently available, but my little man loves it! Before we got him, he was in a big cage, which was good to some extent, because he can fly pretty well, but he had a hard time on normal perches. I also have normal perches right next to each other to be super wide for him and lots of ladders so he can also get around by climbing :) amazon
Maybe use a couple of these and then attach some balsa wood to them to create a flat surface between them?
I've bought several "scrap" bags of balsa wood off of amazon as well. My conure loves chewing it to pieces.
I do something similar for my Non-handicapped conure. I have a bird carrier (bird carrier) which I strap into the seat of a handicap-walker (rollator) (inherited from a relative) . She totally Loves to go for walks in this on a nice day. In her view, the more people the better, because she Loves the attention she gets. (If people are walking around and Not looking at her, she will start yelling... as long as people are looking in Her direction, she is happy!)
A stroller is obviously a more-economical choice for bird. I know he's gonna love it! For handicapped bird, your bug net will most likely be sufficient, but, I recommend a stroller with a Bird-Carrier for Anyone at all!
May I recommend a full spectrum UVA/UVB light for Scroogie? It may help him with his vitmain D deficiency and help him heal and get through those "meh" days!
Here is the lamp and here is the bulb that I use for my budgies. Even if it's just for a few hours a day, it may help him a lot. My budgies love it! Hopefully it's available to ship to your area.
And that is totally understandable. But if you ever describe him to me and I see him, it's an on sight beat down!! I am really glad you're able to post it in groups and show everyone what a horrible person he is! With any luck maybe someone will know how to revoke his ability to "breed" animals. Hopefully nobody buys from him ever again and any remaining budgies are rescued!
There are metal "rings" you can buy on amazon to screw onto the side of the cage, then you can probably find lids and other shallow things around the house to set into those rings. Like these --
See how the bowls sit in a loop / ring? If these bowls are too deep, you can maybe buy them just to have the rings, then find something around the house that is shallower but will still sit in the ring?

Of course! I just picked up this cheap camera off Amazon. For $15 it actually has a lot of nice features. The only 2 things I don't love is 1) the audio quality isn't that great and 2) I haven't been able to find a way to turn down the volume on the speaker so when I talk through it it sounds like I'm yelling at him 😅. Those are pretty minor complaints though.
