A header object is space to provide metadata for scripts and data (though worth noting that scripts are essentially data in the Red/Rebol world).
In addition to documentation, it can be used to store requirements and settings that can, as you say, be accessed by system/script/header
. In Rebol, you also have the ability to LOAD/HEADER on Rebol script/data to access that header.
For an example of where this metadata is used, see the Rebol Desktop.
Note also that as at this time Red is still Alpha, not everything may work entirely as expected.

Although none of that gives a clear idea of the "pauses" as the project spreads laterally to other platforms (such as Android) rather than deepens to completion.

I suppose you are referring to the Red toolchain. You can just run it on another platform, and cross-compile the Red console (or any other Red script) for ARM, and run it on your Ubuntu laptop. Though, you will need to install the 32-bit libraries as described in the Download page.
Correction: there is a (R2) Rebol/View for Linux: http://www.rebol.com/downloads.html I remember having to install 32 bit compatibility libraries and fonts for X, so it was a bit of a pain getting it to work, but it did work.
A Discourse forum is the best-of-class for a long-lasting platform, but then you need to find people willing to pay for hosting. Lack of that, reddit is a fine, free alternative. Any platform will require moderation or maintenance.
It's just a bit of a pain to post code snippets on reddit because code needs indented with 4 spaces, but that can be done in your editor. Some sort of code tags would be best. Otherwise a browser bookmarklet could be made to indent the selected text in the textarea.
I agree subreddits are not needed for such a low-volume forum. Topic tags are a good idea but hard to get right - new user's often do not use them or mis-use them and I don't think topic text can be edited can they? I've been in communities that put topic tags in []
which worked fairly well. So a topic might look like: [View/Vid] What's the difference between view and vid?
Once a precedence is set most users pick up on it. But maybe that's what "flair" is for?
Also, this sub badly needs a new header graphic.
