You have to downgrade. San andreas 1.0/1.1 should be able to run it fine. Thats how i use my gamepad. When they added Xbox controller support, they removed non-xbox controller support. (not sure why)
if you put THIS file into your steam directory and run this instead, you will be downgraded, and it should work. (all this is, is GTA_SA.exe that has already been downgraded)
but if you run that instead while it is in the folder, it will run the old version. The only problem i have found thus far is that some radio stations have missing songs (due to most recent update) and thus the game will crash when it tries to play that song. Only channel i know of is radio X possibly more. but not K rose or user track player.
for those of you that dont know how to get to the folder, go into steam, right click Grand theft auto: San andreas, properties, local files, browse local files. Just put the gta_sa.exe in there, and run that. i have the feeling this is dragging on, but you get the point.

I'm guessing it's a glitch, but it would suck if it got removed for some reason.
