You can get breakaway dog collars like this.

If you've already got collars for them, then you can rig them as breakaways by removing the buckle tongue, then threading them through as normal and just taping them with a couple of wraps of electrical tape or similar to lightly hold them in place.

Another alternative is to go to the thrift store and buy some cheap leather belts and use those (cut down to size and punch more holes as needed) - if they are thick ones, you can strategically weaken them by partially cutting through the leather so that they will snap if too much pressure is put on them.

Why are you keeping sheep then? Like any animal a sheep needs proper care and if you are unable or unwilling to provide that care then you should not be keeping sheep!
