Magpul Daka pouches are great for this. They are resistant, kinda life proof, and they look neat. Perfect for a gray man, no tacticool at all.

The last one will be hard to cut even a chain link fence with. Sure, cutting once will be fine, but enough to cut a hole in a fence large enough to crawl through? Yeah, that's going to be a pain.
Oh, and the cheater pipe would save space, because you can simply take the pipe off and lay it next to the cutters. It wouldn't take up really any extra room besides the diameter of the pipe.
