Try some mounting putty. It’s strong enough to pick up dust, but won’t hurt paint.

However I did look up the Iron Man toy. I’m not confused. I saw it in person along with a number of similarly high end horror characters. I didn’t see it on Wal Mart’s online store, but here it is on Amazon being sold for almost half the price Sideshow is asking for it.

Stuff something like foam down into the boot? The only way I can see to truly fix it would be filling the boot with a clear resin https://www.amazon.com/Clear-Casting-Resin-Catalyst-Ounce/dp/B0018N9E3M and using string to hold the statue in place until it dries. But of course, at that point you've altered it so it may never be salable.
