Sometimes the cheap carbs from china can be slightly different but maybe still work or they can be completely wrong its hit or miss if you don't know what you are looking for.
IF that OEM one doesn't look like yours then it's probably a different carb altogether than that 161 number and knowing the model number and the full picture of the carb and weedwacker would help alot more.

There's no way it was running at only 1000 RPM. An inductive tachometer is an excellent tool, and $10-15. They can also act as an hour meter.

Units with replaceable batteries (like this one) are nice, since they aren't just junk once the batteries dies after 5 years or whatever.
That would let you check the actual RPMs. If spinning too fast, you can risk breaking a connecting rod and destroying the engine.
Hondas are notorious for their carb jets being slightly too small. Try getting a file designed to clean welder tips (Amazon Link below) and filing out the jets just a bit. I have fixed at least two surging Honda mowers this way.

Sorry, I didn't mean bring the snowblower into the garage or whatever. I meant for summer, just remove the battery (if it's easy), bring the battery inside, and just put it somewhere out of the way, connected to the charger. And let the charger keep it topped off until winter is coming. That way you don't need to worry about remembering to manually charge it monthly or whatever.
I actually got a solar battery maintainer, since I don't have power in my shed either. I put the solar panel on the inside of a shed window. In the winter, it gets hooked up to the tractor battery, and it keeps the tractor charged. Seriously thank you! I was so done with it earlier but the way you’ve described it makes a lot of sense. I’m going to try a few things in the morning. If no luck, I’ll just have to rush order the carb from the manufacturer. But at least I know the problem. Just have to see if I can find the solution!
P.S after reading comments from the other post, I noticed there is an adjustable air bleed screw on the new one, where the old one is unadjustable. I’m thinking the solution might be with that. I will say from experience that if you just used carb cleaner and did not run something like this through every port and tiny hole on the carb then it's hard to say if it was cleaned properly.
The picture doesn't really show it from the side, but it looks like an SAE connector, commonly used on battery chargers.

There’s a metering baffle in the carb that should feel like t-shirt material. Very soft and pliable. When they dry out the get hard and that causes the engine to bog and die under load. You can buy them on Amazon for about a dollar. See the link below.

I ended up buying an assortment of worm-drive clamps from Amazon. Yes, there are sizes I won't end up needing, but at least I have a range of them, and 100 stainless clamps was $19. Sorry I missed your reply. The needle valve needs the spring on the shaft to work properly on the old float as well as the same shaft length. You can use the spring off your old needle valve and put it on the new one. You may have to hold the spring gently then unscrew it off the shaft. The video is helpful but I can't tell if it is leaking from the gasket at the top of the bowl or directly around the bolt. Is the bolt snugged up well? The Storm 2660 uses a Chinese engine made by WU, a 208 CC model 270-WU. They produce roughly 6 horsepower.

Also, did you use both the float and needle valve from the eBay carb? If not, try that as maybe the eBay float will work with that needle valve without the spring. Did you try using the eBay carb on the machine to see if it would run? If neither approach works, save the anxiety and purchase the correct carb.
Second screw on the bowl isn’t a screw, you press it to drain the bowl so you don’t have to run it out of gas to store it. I looked up tecumseh 8hp carburetor and found this
