My ENT recommended Docs ProPlugs earplugs when I told him I surfed. I've been using them for a few months now and they are great. And not expensive either. Get the vented and leashed style. I've not had one fall out yet but it's nice to be able to save one if they do. The vent let's air equalize and you can still hear pretty good while keeping water out.

Docs pro ear plugs are what my ENT Dr recommends for even those without water issues. Get the vented ones with a leash. The vent is small enough it won't let water in at the surface but still let's you hear.
