I don't have any Apple device, but was able to set "Family Sharing" on my Android phone. You download "Apple Music" from Google Play. Then subscribe for "Family" option (it is free for 3 months; don't forget to cancel). After that you can manage your Family Sharing on your phone by sending invitation to people you want (they have to confirm that on "Apple Music" app on Android or Apple device as well, just browser does not work).
That is it - Apple TV+ (its subscription you can manage in browser) then works for all members on different devices (I tried Chromecast with Google TV and Firestick 4K Max, guess other supported devices should be the same).
It surely would be much easier if Apple just supported profiles on just one account (of any device), but their obviously want to push their devices.
I studied this at uni a while ago, when Game of Thrones was constantly smashing piracy records in Australia. The biggest factor driving piracy is convenience. Apple TV+ isn't a convenient streaming service, and it hasn't really been marketed too well at all. For one, there's almost definitely a perception that ATV+ isn't platform agnostic. Lots of people probably don't even know they can try to create an account. The Android TV app also reportedly isn't great at all.
And then you have the website, that's limited to 720p 2.0 stereo, and is missing a lot of basic features like a search bar, an accessible list of stuff that you want to watch, and show progress not being saved on certain browsers. A significant chunk of all streaming content consumption is likely done through websites. Having such a bad web experience only hurts them.
You also have the fact that the streaming market is totally saturated. We're essentially back to where we were in the early 2000s with pay TV services, there are only one or two shows on each platform you're interested in, and paying for the whole service just for those one or two shows isn't worth it - this was the primary reason why Game of Thrones in Australia was as heavily pirated as it was, the only way for Australians to watch it legally was on Foxtel which was insanely expensive at the time. Studies have shown that most people want to pay for content, and are willing to do so.
All in all, why would people pay for yet another streaming service that has an app which doesn't reliably work and a website that makes content hard to find and only plays that content at a quality that most would consider sub-standard today when you can download it in 4k with 5.1 Atmos for free and watch it on any platform and device you want?
The only thing I use the iPhone app for is to browse for content. But as you said, people are different.
What baffles me though is that when I go the play store and search for Apple TV I get results, but Google doesn’t tell me they’re not apps for a phone. I’m half assuming it’s different if you have an android product, but for me it just says “you don’t have any devices”.

To clarify, you’re using a VPN service that allows you to connect to a server in another country (for instance the U.S.), connecting to said server, and then trying to stream Apple TV while connected?
I’ve used ExpressVPN for this in the past and it has worked on both a computer and a mobile phone.
