Get the annual pass plus from costco. It has more than enough weekends for one to enjoy USH.
Tips...dont bring a backpack otherwise you will be fighting people for lockers. Eat outside of universal, the food sucks. The park usually dies after 5 and you can go on harry potter within 15 minutes. Single rider lines are the fastest way to get into rides.

Trip Advisor has a price finder with different websites you can book your stay at. Trip Advisor is a trustworthy site so I assume the websites they are offering to book a room at are trustworthy as well. Otherwise, I would book a room through Loews Hotels, which operates all of Universal Orlando's on-site hotels. Here are some tips we posted to another post on this subreddit regarding Halloween Horror Nights: 1. Purchase your tickets in advance, the event does sell out. 2. Arrive early. The lines to enter can get very long. 3. Eat before entering the event. This will allow you to spend more time enjoying the event rather than wasting time eating. 4. Consider purchasing Halloween Horror Nights Express. Lines to enter the houses can get extremely long. The Express pass will allow you to skip the regular lines at all houses. You will be able to carry your fanny pack with you on all of the rides, save for the Hulk, Velocicoaster and Rip Ride Rocket (those with metal detectors).
The freestyle cups don't have handles. Being that you are going to have to put them in lockers for most of the rides anyway, I'd suggest a backpack with water bottle pockets on the sides. This is what we used last visit for 2 of ours (the other 2 had to be carried by the drinker). Another thought is they do sell a water bottle sling, like this:
And as far as rides to hit early, Hagrids in Islands. Velocicoaster hasn't had too bad of stand by times according to the app lately, but it may go virtual like Hagrids does during busier days.
We are going back in mid-December and are actually really looking forward not so much to the rides, but being able to slow down and really take in the little details that we haven't been able to in the past. Just the wife and I this trip, for our 17th anniversary, the kiddos will have to wait until next time!

It’s a towel that you wet and it stays cool. Doesn’t always last long in Florida heat but it helps.
I think you can come in with closed water bottles but I don’t know how many. Stands will give you free water if you’re willing to wait in line.
Can confirm for USF. Went in September last year & used this 1, & was allowed to have it on everything we rode. I did not ride RRR or the Hulk though. (fyi, we rode all the Harry Potter rides, mummy, spider man, jimmy Fallon, minions, Simpsons, MiB, & Kong)
