If I understand you correctly, all it takes is plugging the boosted antenna into the RF OUT of the modulator (set to the correct channel) and I'm good to go?
Have you been able to use the AUDIO OUT jack on that TV? I got one of these TVs for free recently, and I hooked up the dual VHF antenna connectors (coming out of that second hole on the left rear side) to a cheapo 300ohm-to-75ohm transformer like this, which I connected to the ANTENNA IN jack on my digital converter. That way I'm able use the TV's built-in antenna to receive the free over-the-air channels. I then connected the coax VHF jack on the TV to the TV OUT jack on the digital converter. So I am able to watch TV for free, and it works great with this TV. I even got a VCR and DVD working with it, by using a coax splitter.
I tried connecting that AUDIO OUT jack to a speaker with RCA plugs, and no sound came out of the speaker. I'm guessing it might be a proprietary connector not compatible with standard RCA audio cables. I don't know. If you'd had any luck with that jack I'd like to hear what you did.
That's a European connector. I'm assuming OP is in North America given the tuner and FCC label on the, TV, so they'd be better off ordering one with a F connector (used in North America).

Or fish around your local Goodwill - everyone had one when DTV came out (the government basically paid for them) and there’s lots out there. Be sure to get the matching remote.
That looks like a weak green gun on the CRT, or the green signal is not working correctly in the TV's electronics. The tint control won't have an affect with static since there is no colour signal present.
Some CRTs will seem like they're worn out, but "wake up" if you run them for a while after sitting for ages. It may also be fixable by adjusting the bias/drive controls although that's a bit of an advanced thing to do.
I would get a signal on there first. If you don't have an old VCR or game system, then you could use a DVD player and one of these. Or if you only have an HDMI source, you could try one of these.
Really the fact that it shows static like this means it already works and you just need to connect something to it (for obvious reasons it's not picking up analog tv stations anymore).
The easiest way would be this alongside almost any VCR with a coaxial out and composite in (a vast majority of them except some of the more ancient aesthetic ones). The modulator is just another mostly unused feature of most VCRs sold.
No tips for cleaning it besides don't make it really wet, wipe it when off, and don't open it unnecessarily.
You'll need an adapter to plug in a standard coax (F connector) cable, like this
From there you can hook up an RF modulator to use a DVD player, or a DTV converter box to watch over-the-air broadcasts, an old VCR to watch old movies, or whatever.
Have you ever tried one of these? Way better picture quality than the wire method, and no damage to either device. Can usually find them at bigger hardware stores by the home theater stuff for roughly the same price too.

And a coax cable, and you'll have a composite input to hook up a vintage game system or something. Add in an HDMI to composite adapter if you want to get digital sources on there.

That's a very good point I had forgotten about.
You will need to use a graphics card that can be forced to output custom timings. That could be a headache. Here's a post that covers the whole process for a specific GPU under windows xp. Under linux you could set a custom modeline in your xorg.conf. You'd want the "NTSC525" section for standard definition.

If you want to stream you can easily use a ps3, xbox 360, or roku lt or express+ (its being price gouged, an xbox 360 is somehow cheaper), on it with any VCR that has composite inputs (a vast majority of "modern" vcr's, see a thrift store or your attic / basement) and a 75ohm coaxial to 300ohm "forks" adapter. Since the source is already standard def the result wouldn't have the letterboxing using some hdmi downscaler would.
That switchbox will be fine for your Atari, assuming it still works. Those things are simple boxes that let you switch between your TV antenna and the game. They tend to get dirty and add noise to the picture, sometimes you have to jiggle the slider switch to get a decent picture. I prefer to not use them and use one of these instead.
